India postponed the $1 Billion purchase of two ISTAR (Intelligence, Surveillance, Target acquisition, and Reconnaissance) aircraft from Raytheon. Showing the reason as internal wrangling between the Indian Air Force (IAF) and the Defence Research Development Organization (DRDO) over which of the two should be the technical evaluator, the Defence Ministry stated that they would not proceed towards purchasing the aircraft unless two agencies sorted out the issue. The Indian Air Force pointed out that they should have the authority, on the basis that they would be the operating party; while DRDO remained silent. The designated agency will also be responsible for deciding which software and equipment should be used on the aircraft.
