IAccording to Indian Ministry of Defence publication Indian French Rafale negotiating team has been founded to convey the terms and conditions of the procurement of 36 Rafale between sides. According to Indian media, Indian, Law Ministry objects on the liability provisions of the deal. The ministry wants the French government to involve in any future liability dispute. The ministry considers that current liability provisions are unfavourable to India. On other hand, it is claimed that the $8.9 billion deal will likely be delayed due to a AgustaWestland bribery scandal and a cautious government in India."The Ministry of Law and Justice has made certain observations (on the Rafale acquisition) and the same will be taken into account while finalizing the Inter-Governmental Agreement (IGA), which is still under negotiation," Defence Minister Manohar Parrikar told Parliament on May 3.
